On 15th April 2025, the Honghu Returned Scholars Intercity Science and Technology Innovation Alliance was officially established in Hangzhou. Zhang Bin, Party member of the Qiantang Branch of the China Zhi Gong Party, Vice President of the Hangzhou Western Returned Scholars Association, and Deputy Dean of the “Honghu Academy”, attended the inauguration ceremony. At the event, the “Hangzhou Honghu Science and Technology Pavilion” project for the 2025 Osaka World Expo was officially launched, alongside the presentation of the “Haigui Zheli” digital platform, an online hub designed to serve returned scholars and promote technological innovation. The ceremony also included the founding and flag presentation of the “Honghu Returned Scholars Running Club”, during which Party member Bryson Xue was appointed as a Council Member of the Alliance.

Jointly initiated by the Overseas Returned Scholars Associations of Hangzhou, Chengdu, Wuhan, Shenzhen, Ningbo, Changsha, and Hefei, the Honghu Returned Scholars Intercity Science and Technology Innovation Alliance aims to leverage the dynamic innovation ecosystems and concentrated overseas talent resources of these seven cities to establish a flexible, inclusive, and efficient platform for non-governmental scientific and technological collaboration, enabling cross-regional cooperation and resource sharing.

 

Looking ahead, the Alliance will focus on cutting-edge fields such as artificial intelligence, life and health sciences, semiconductors, new materials, and ecological environment, playing an active role in advancing technological innovation and achievement transformation, stimulating innovation vitality, promoting regional synergy, cultivating scientific and technological talent, and optimising resource allocation.

During the launch segment, Zhang Bin introduced the overall plan for the “Hangzhou Honghu Science and Technology Pavilion” at the 2025 Osaka World Expo. The newly upgraded pavilion will adopt a dual-track model, combining an offline exhibition hall with an online interactive space, providing comprehensive, end-to-end services for small and medium-sized technology and innovation enterprises—from technical showcases to commercial application support.

 

Zhang Bin remarked, “Our goal is not only to bring cutting-edge technologies nurtured within the local innovation ecosystem onto the international stage, but also to establish a vibrant overseas hub with global reach and lasting vitality. This is not merely about finding a platform to showcase technology, but about laying the tracks for future development.”

Against the backdrop of global competition and cooperation, Zhang Bin used the metaphor of an “innovation puzzle”, explaining: “When Hangzhou’s digital intelligence connects with Wuhan’s optoelectronics and Chengdu’s biomedicine, this kind of cross-regional collaborative synergy represents a distinctive strength of Chinese innovation. The Hangzhou Honghu Science and Technology Pavilion is not only a window showcasing the city, but also a key hub linking China’s innovation and development.”

 

With the official launch of the Alliance, an innovation relay—starting from the Hangzhou Honghu Science and Technology Pavilion—is now poised to accelerate forward.
