In the United Kingdom, the delegation Team was received by the Deputy Mayor of Edinburgh. The two sides held in-depth discussions on cultural collaboration between China and the UK. The delegation then visited Edinburgh Napier University and Edinburgh College, where they explored the learning environments, practical teaching facilities, and university–industry cooperation frameworks of both institutions. They engaged in detailed discussions on topics such as joint education programmes, mutual credit recognition, joint undergraduate and postgraduate training, doctoral studies for academic staff, and teacher training and certification. Initial cooperation intentions were reached, and an MOU was signed with Edinburgh College.

In Finland, the delegation Team visited Haaga-Helia University of Applied Sciences, a key partner institution jointly operating a China-Foreign cooperative education programme with Zhejiang Institute of Economics and Trade.
